EPR Switzerland: New Packaging law in 2027

On 24 June 2026, the Swiss Federal Council adopted the new Packaging law  (Verpackungsverordnung, VerpV). It replaces the previous Beverage Packaging Law and, for the first time, establishes a comprehensive legal framework covering all types of packaging. The new rules also apply to packaging for electrical and electronic equipment. As a result, manufacturers, importers and retailers will be subject to additional legal obligations.

Under the new packaging law, any natural or legal person that manufactures products or imports them into Switzerland for commercial distribution is considered a manufacturer. Consequently, importers and distributors of electrical and electronic equipment are also explicitly regarded as manufacturers under the regulation.

The following thresholds apply to the take-back and reporting obligations:

  • Annual turnover: more than CHF 1 million
  • Packaging volume: more than 500 kg per year

At this stage, there is no immediate need for action. There is still sufficient time to prepare for the new requirements before they come into force in 2027.
