Under the French Article 2020-105 of the French Environmental Code all producers/sellers of non-woven wipes – for use as hygiene, care, beauty, detergent or cleaning products – are required to meet new EPR (extended producer responsibility) from 1st of July 2025 on.
Who is responsible?
Any company that sells or imports single-use wipes (per EPR definition: any medium made of non-woven material) for personal or professional use in or to France is affected. Product types covered:
- Wet wipes (body wipes, detergent wipes, moist toilet paper, etc.)
- Dry wipes
These products are covered by the new regulations regardless of the materials they are made of, their intended use or how they are distributed.
Only end products are covered by this EPR obligation. Any packaging (household or professional) used to contain wipes must be declared to the relevant producer responsibility organisations in France.
