News EPR Hungary: EPR registration without a Hungarian VAT Number possible/obliged

In last months, there have been significant changes to Hungary’s EPR (Extended Producer Responsibility) legislation, particularly affecting foreign companies without a Hungarian entity.

As a result of these updates, foreign businesses can now register for EPR in Hungary without having a Hungarian VAT number. In fact, for foreign distance sellers (e.g. online shops selling directly to Hungarian endconsumers), EPR registration is mandatory, even without a local entity.
Foreign companies have to appoint an “Authorized representative” to register in Hungary.

There are no thresholds in Hungary: every obligated producer – regardless of the quantities placed on the market – is required to register, report volumes, and pay EPR recycling fees.

Another major change concerns the elimination of dual obligations:
Products that were previously subject to both EPR and the Hungarian Product Fee are now governed solely under the EPR system.

The Hungarian EPR system is managed exclusively by MOHU (MOL Hulladékgazdálkodási Zrt.), which operates under a long-term, government-regulated concession. There is no alternative system – participation in MOHU’s scheme is mandatory for all obligated companies.
