In October, packaging producers who are affiliated with Näringslivets Producentansvar (NPA) will receive a total of SEK 350 million in refund. The background is that the packaging fees during the first half of the year exceeded the actual costs for collection and recycling.

For us, it is important that the system for collecting and recycling packaging is transparent. We believe that it is essential that the right fees are charged to finance collection and recycling. Costs for the first half of 2025 were slightly lower than forecast, and will instead be postponed into 2026. Since we are not profit-driven, it is obvious that we should return the surplus to our affiliated producers.
In the first stage, it is about SEK 350 million that will be returned to our customers in the form of a credit on the invoice in October.
Among the reasons for the surplus is that the municipalities’ expansion of curbside collection has been slower compared to forecasts. In addition, energy and fuel prices have fallen rapidly from the very high levels in recent years.
Refund by material type
The types of materials covered by the refund are paper, plastic and metal. Glass has also had lower costs than budgeted, but as the volumes put on the market have decreased, these effects have cancelled each other out.
The amounts that are refunded are:
- Paper: SEK 2.24/kg, which corresponds to an average of 29 percent compared to the fees for 2025.
- Plastic: SEK 2.34/kg, which corresponds to an average of 17 percent compared to the fees for 2025.
- Metal: SEK 2.63/kg, which corresponds to an average of 15 percent compared to the fees for 2025.
Here’s how the refund works:
- You as a customer do not need to do anything, the refund will be done automatically by crediting on the invoice.
- The refund is based on the packaging volumes you have reported and paid for.
- Depending on the cost development during the remaining six months, refund may be relevant on up to three occasions:
– October 2025
– January 2026
– April 2026
- The amount for each credit is determined on an ongoing basis, as we close the half-year and full-year results for 2025.
