Textiles Spain – Spain releases Draft Textile EPR Regulation

The Spanish Ministry for the Ecological Transition (MITECO) has just released a draft decree that will significantly impact all textile producers operating in Spain.

This new legislation establishes the Extended Producer Responsibility (EPR) — known locally as RAP (Responsabilidad Ampliada del Productor) — specifically for the textile sector.

Key Highlights of the Draft Decree:

  • Mandatory registration of textile producers in the EPR registry
  • Collection, sorting, reuse, and recycling obligations for post-consumer textiles
  • Reporting requirements on volumes placed on the Spanish market
  • Funding obligations to support recycling and social reuse networks
  • Alignment with EU Circular Economy goals

The implementation of this regulation will require all producers, including international brands selling in Spain, to comply with strict environmental responsibilities — from design through post-consumer waste management.

The draft decree is currently under public consultation. Final approval is expected within the coming months, and early preparation is key to ensuring a smooth transition.
